Vice President - Terminal Operations

Job Description:
  • Contributes to the development and implementation of the Terminals & Logistics Department’s strategic priorities and goals
  • Ensures business processes and work activities, relevant to position, are planned and executed in compliance with EMARAT policy, procedures and best practice to achieve business objectives in a safe, efficient and cost-effective manner
  • Conducts periodic review of policy, procedures and practices, relevant to position, to identify opportunities for improvement and engagement in best practice
  • Liaises with Department Manager to clarify, justify and provide updates on all significant developments undertaken by the Terminals Operations Section
  • Generates reports as per management request, timely and accurately to meet company and department requirements, policies and standards
  • Contributes to the preparation of the (annual) departmental business, operating plans and capital expenditure budget, in alignment with the key corporate goals, to meet departmental business objectives
  • Analyze cash flow, cost controls and expenses within own Section towards optimum utilization of company’s resources
  • Conducts financial prudence in all decisions and monitor variances between actual expenditure and budget; approves operational expenses within level of authority
  • Reviews and responds to queries related to expenditure reports and provides justification for any budget overspend
  • Provides expert guidance and assistance regarding problems with terminal operations, distribution, product quality, safety, systems, standards, purchasing, maintenance as required
  • Ensures adherence to safety procedures and operational guidelines by routinely inspecting terminals and takes corrective measures as required
  • Liaises with customers as required to resolve issues / problems regarding operational functions such as supply shortage, distribution and logistics issues
  • Identifies potential improvements in terminal facilities / operations, through studies / research / competitor analysis and recommends to management accordingly
  • Collaborates with Engineering Department in the evaluation of all engineering matters related to terminal operations as directed by Line Manager
  • Liaises with customers regarding terms and conditions of the lease agreement of storage facilities within EMARAT terminals; discusses and presents proposal to Terminals & Logistics Manager for approval
  • Drafts terms and conditions of lease agreement for internal review and submits draft lease agreement to customer for acceptance
  • Informs all concerned regarding terms of the agreement and follows up with Finance & Accounts department to ensure payment is in line with the Payment terms in the Lease Agreement
  • Coordinates with Shipping and Logistics Unit to ensure adequate stocks of products are maintained at the Terminal and LPG Storage
  • Analyzes stock records, throughput figures and estimated sales both on a long and short-term basis, identifies optimum supply schedules to meet demand
  • Oversees the correct execution of procedures at jetties in pumping products to storage tanks to avoid mixing or contaminating of products; takes corrective action within level of authority
  • Establishes and maintains effective relationships with external parties required to meet EMARAT’s business and operational objectives
  • Represents Terminal Operations Section in core Committees on terminal operation matters
  • Works effectively, proactively and with urgency across EMARAT and externally to ensure the delivery of joint services/results that meet EMARAT’s interests, and for knowledge sharing
  • Motivates staff and empowers direct reports by providing the necessary tools and support required to support Section goals and objectives
  • Establishes clear direction, prioritizes tasks, assigns and delegates responsibility and monitors the workflow of the Section
  • Builds opportunities for staff to suggest, participate in and contribute to improvement, innovation and knowledge sharing initiatives
  • Provides guidance and ensures that the Section members comply with EMARAT’s policies, processes, practices and systems
  • Ensures proper target setting and staff performance management in line with EMARAT performance management guidelines

Job Requirements:

  • Knowledge of Terminal Operation activities and Supply Chain Management
  • Bachelor’s Degree in Engineering (Electrical/Mechanical)
  • A minimum of 10 years’ experience within Petroleum Terminal Operations with at least 3 years’ experience in a managerial role
  • Experience in the Oil & Gas Distribution Industry preferred
